Added Scrap Armor [Reupload]. (#37601)

* Added Scrap Armor v2.

* Added a note to scrap helmet about vision reduction.

* Removed protection from step triggers.

* The patient needs broken kneecaps to live.

* Add in missing tag

* Missing tags pt 2
