Add Missing Unlocks to Emagged Lathes and Move Recipes to Protolathe (#27575)

* Add missing emag recipes to lathes

* Move autolathe dynamic recipes over to the protolathe

* No disablers!

* Move blast grenades to protolathe as well

* Forgot about tranq shells

* forgotten things from the autolathe PR

* Altered lathe descriptions to more accurately reflect their purpose
