* Change BanExemption command to AdminFlags.Ban permissions

* Change LOOC to check for Moderator permission

* Change ListVerbs from Admin to Debug AdminFlags

* Change RunVerbAs from Admin to Fun AdminFlags

* More permission changes

* Change GhostKick to Moderator perm
