Nukie Medivisor REAL (#26218)

* Nukie Medihud REAL

adds a new HUD that the nukie agent starts with, does the same shit as the other visor, but with health bars. Also tinted slightly blue to differentiate it. (also medhuds are blue)

* the blue-ening

makes the icons bluer 'cause someone asked.
