fix PermanentBlindnessComponent to be not so permanent (#33292)

* adjust min blindness back to 0 when PermanentBlindnessComponent is removed

* mapinit changes

* remove OnRemove, move changes to OnShutdown

* goodbye event

* dependency removal

* final adjustment
