Rules tab in changelog (#40257)

* add Rules tab to changelog

* rules clear

* make Entries the last field, to reduce merge conflicts for all future edits in these files

* update date

* comment

* This was a nice dream, but it turns out SS14.Changelog just bulldozes it anyway
