Added Tourniquets to stop bleeds (#23198)

* Fixed Error with RobustToolbox Edits. Removed the addition of secbelt tag from assault belt.

* Resprite of the monstrosity

* Resprite of the tourniquet NO LONGER PHALLUS SHAPED

* too bright, now darker and edgier
