* Adjusted minimumPlayers for Ninja and Wizard midround events

Wizard from 10->20
Ninja from 30->20
20 players matches Dragon and Loneop.

* Wizard midround minimum players from 20 to 30

* Update Resources/Prototypes/GameRules/events.yml
